There has been a quantum leap in the Russian presence in the Middle East. It has prompted many observers to question Russia's goals, the limits of its ambitions, and the implications of the growing Russian role for the balance of power in the region and its thorny issues.The role of ideology in Russian foreign policy has diminished, making it more pragmatic in serving its vital interests and protecting its national security. It seeks to infiltrate and destroy terrorism surrounding it, maximize Russian interests in a region that represents a big market for its various exports, including technology and weapons, and coordinate with the region in the energy market within the framework of OPEC+.Russia is leveraging all its resources to achieve its goals. These include a wide range of political, diplomatic, economic, and military tools, including summit and mediation diplomacy, with varied effectiveness from one issue to another. It is pivotal to the conflict in Syria, crucial in the Iranian nuclear negotiations, and more limited on the Palestinian issue. Russia builds development-oriented partnerships based on mutual interests. Although Russia tends more to use diplomatic tools, developments in the region have forced it to use military tools beyond arms sales and military-technical cooperation, including direct military intervention in Syria and indirect intervention in Libya. Russia's role will expand in the future in light of its growing vital interests in the Middle East at strategic and economic levels and the fact that it has become a trusted partner for many countries in the region.
