Empire City, once a shining beacon of hope and prosperity, has been under control of two crime families who are not willing to give up their power and wealth. When a mysterious vigilante emerges and starts disrupting their dealings in increasingly intense ways, the only resort they have is to send in the most notorious mercenary out there to put a stop to this anti-hero. What results is Empire City's streets soaked in blood and bullets, with a war that could only end in one victor, and inhuman levels of carnage.
