Climate migrants from the southern United States are overwhelming Washington State's infrastructure, causing shortages and chaos in every walk of life. Matt Taylor is a successful dentist obsessed with controlling his family's future. He trusts his church who advises everyone to isolate and save their traditional ways. He accuses his wife, Anna, of living in a rapidly shrinking bubble of safety while she focuses on saving one person at a time as a nurse.

Feeling betrayed by her husband's lies of omission, Anna explodes when he finally tells her what he's secretly been working on for two years. He's invested all of their savings in a Safe Haven retreat on his inherited homestead in Bella Coola, Canada. Then a viral outbreak threatens all of Washington State, and Matt demands that they flee Olympia for his Bella Coola sanctuary. Anna is torn between going with him and their children and staying to help save their community.
