By representing the political system of Europe and the deficit of its structure, it appeared clear that the authorities of the EU must be decartelized in their political functions. It exists a democratic deficit inside the Europeans crossing of powers, especially between the European council and the European parliament.
The European system of interweaving has several negative effects on the poltical system of Germany in this way, that the legislation is impaird.
In conclusion it seems to be justified to talk of legislative penetration of the member states through the EU-system because it includes too many political competences in comparison with the national competences. Too many political actors means a much more difficult finding of consensus which can lead to a political immobility.
