This book examines how political decisions are taken in the European Union and who influences them, touching upon some of the most central aspects of democracy. Contrary to received wisdom, this book argues that much of the responsibility for adopting EU-legislation is exercised by the Brussels-based Commission, rather than the Council of Ministers or the European Parliament. The Commission is exercising this power in close co-operation with national civil servants, through a complex committee system (comitology). The author maintains that comitologyis a central and well-functioning aspect of the European Union. He argues that it is therefore something which should be improved by making it more transparent and accountable, rather than being abolished for fear that it may lead to conflicts of interest.
