The body of a murdered young man, is found in a partially dismantled gas holder.

There is no identification on the body: and the fingerprints of the corpse match none of the items found in his clothing. In trying to establish the young man's identity - DCI George Armstrong of the Manchester Police discovers the murder of a six- year old child. Betty Sampson.

The Sampson case has remained unsolved for fifty years: when an agreement with the American Military was renegade upon by the British Authorities.
