In addition to controversial formal questions such as those of the process requirements and judici-al verifiability, the primary concern is to examine the content-related meaning. For this purpose, the relationship to the public interest is examined and an independent approach to the defi-nition of the term is developed, focusing the interpretation on the criminal complaint.
