Europe: Chained By History: What Force Can Break The Chain?

There is no chance that Europe can form a unified tax policy to pay for the monetary policy they have created. Because of 2,000 years of history it will be almost impossible to form this fiscal policy. However, they must or the whole edifice will come apart. What kind of a crisis will it take to form a true United States of Europe, something they must do to survive.
