It contains the most recently available data from national bodies and the fourth set of consumer research data, conducted in the United States

It draws conclusions about the state of decline of the use of public libraries

It makes detailed recommendations at several levels: for funding bodies, for library directors and managers, for suppliers and for the library profession.

It shows how individual libraries can make use of the available published data to inform their own strategies for increasing library use.
