Why do the populations of some countries form organized resistance while people of others do not, even when occupied by the same foreign state? This paper compares and contrasts certain variables in both Poland and France under Nazi occupation to explain why resistance movements form against occupiers. The intent is to determine if Germany's different occupation policies toward the two populations explain the strength and organization of organized resistance movements or if some other variable better explains the formation of the resistance.
