This book attends to the major concern of the Asia Pacific Region which is developing, energising and managing the human capital. In the early 60s the drawback of the region was the lack of skilled trained and knowledge driven personnel in public sector organisations. Five decades later, the problem remains equally acute despite the intrusion of intimidating global infrastructure and technology from the West.
