Governing Scotland

Following the large votes in support of the creation of a Scottish Parliament with tax varying powers in the referendum of September 1997, the British Government published a Bill in December 1997. The parliament should be created in 1999. This should have important implications for the pattern of regional governance in the UK and the conduct of regional and industrial policy. This text discusses the potential economic impact of the Scottish Parliament, introducing an analytical tone to a debate which has been largely dominated by political rhetoric in the academic field. It consists of papers given at the Scottish branch of the Regional Studies Association in February 1998.
