United Nations Security Council Resolution 1540 (2004) is one of a series of measures taken to address threats to the political and social order deriving from access to, or use of, weapons of mass destruction (WMD), related materials and means of delivery. This resolution focuses explicitly on the risk that non-state actors acquire and use these weapons. Thus, the present work focuses on the engagement of regional and subregional organisations in implementing the purposes of this resolution. The book examines the experiences of organisations in Africa, Latin America, and South-East Asia and the Pacific to identify how they can motivate and assist their members with their commitments to implement Resolution 1540.
