This book examines the operation of individual ministerial responsibility through an analysis of ministerial resignations (including case studies of the resignations of Carrington, Brittan, and Mellor and non-resignations of Prior and Baker), an examination of the powers and limitations of Select Committees, a study of the changed responsibilities generated by Next Steps executive agencies, and a comparison with accountability arrangements in other countries operating a Westminster system of government.
