Uganda, like many countries in Africa, faces the “paradox of poverty amidst plenty”. While the country is blessed with many natural resources including fertile land, abundant water, good climate, fisheries, forests, minerals, oil and gas; these assets have not been used optimally to transform the lives of citizens. Why is this so? What can be done to guarantee sustainable use of these resources and ensure that they are used to improve and transform the lives of majority of Ugandans? What lessons can Uganda learn from other countries? What lessons does Uganda offer to other countries?
Focusing on Uganda’s forestry, land, fisheries and the oil and gas sub-sectors, the book interrogates these questions and highlights the governance issues that need to be addressed. Based on gaps identified and lessons from other countries, it proffers measures that need to be undertaken to enhance the governance of the country’s natural resources in a manner that utilizes them to improve the lives of majority of its citizens.

Mr.Onesmus Mugyenyi is a public policy analyst and Deputy Executive Director at the Advocates Coalition for Development and Environment where he also manages the Environmental Democracy Programme.
Dr. Ronald Naluwairo is an academic and policy analyst with extensive experience in policy research and analysis. He is a Senior Lecturer at the School of Law, Makerere University and Senior Research Fellow at the Advocates Coalition for Development and Environment.
Dr. Russ Rhoads is a Professor at Grand Valley State University and a Research Associate at the Advocates Coalition for Development and Environment.
