Originating in the 1920s as part of a movement to build planned urban neighborhoods, garden apartments have come to dominate rental housing production in the United States. Cur-rently, nearly half of all rental starts consist of these low-rise apartments in open space multifamily complexes. What types of people live in these de-velopments, and how have they changed since the early-1970s?
