Adopting a regional approach to the problem of nuclear proliferation, this book focuses on South Asia and new ways in which the United States can discourage or contain proliferation in that volatile region. The authors argue that incentive programmes are not enough to keep India and Pakistan, in particular, from going nuclear. These countries need alternatives to nuclear weapons in the form of incentives plus regional political agreements and technical verification arrangements. Challenging the notion that regional arms control agreements cannot be verified, the authors apply lessons learned from the US-Soviet experience and from regional arrangements in Latin America, Europe, and Antarctica.
