Petroleum Responsibility Under Single Agency

Would it be advantageous from a military point of view to establish a single service with the responsibility for the procurement, transportation, and distribution of petroleum products? The author questions whether petroleum products for the Armed Forces be procured by commodity, geographic areas by the dominating service, or in entirety by one service.
