Rules and Government

What is the role of `soft law' in government and regulation? What are the alternatives to governing or regulating with rules? When are governmental or regulatory processes `good' or `acceptable'? These issues lie at the heart of this book, which looks at the potential and limitations of non-statutory rules (codes, regulations, directives etc). It examines the variety, design and enforcement of rules; the economic appraisal of rules; the particular problems of using rules to govern or regulate within the European Union; and the future dilemmas facing rule-makers and rule-users.
