Jason Wilder is born in Chicago, and from birth it is obvious that he is not like other people. He has no conscience. After working his way up to owning three Phoenix auto dealerships by questionable means, he runs for and is elected governor of Arizona with the help of crooked Maricopa County Sheriff Paul Balboni. He exploits his office to enrich himself by accepting kickbacks from state contractors. Near the end of his second term as governor, he is approached by the multibillionaire and ultraconservative Hogson brothers, who control American politics and promise to make him president of the United States in exchange for government policies favorable to their economic interests. Jason agrees but chafes under the Hogsons' control. Can he break his agreement with the Hogsons after he is elected and survive? Can he keep Sheriff Balboni from blackmailing him?
