Since the Arab Spring, the Arab countries of the Maghreb-Mauritania, Morocco, Algeria, Tunisia and Libya--have emerged as a vitally strategically concern for the United States and Europe, given their impact on hydrocarbon security, terrorism and Mediterranean migrant flows.
