The Middle East continues to seethe in revolts, terrorism, wars and repression. Not only harmful to western business interests, but likely to spread chaos to their very borders. In the interests of their friends and allies in the region, British Prime Minister Wilson decides to come up with an initiative to lessen the tension and bring some peace to the area. He sends, as his envoy, a Sudanese businessman with good links in the Middle East. At first it appears to be going well, until it dawns on first the British, and then the Americans that their "envoy" is working to his own agenda.
