Kyle is the reluctant Director of the Anti-Terrorism Authority, the ATA, an agency created by the American government to combat a growing Russian threat.

The Russian monarchy has returned to rule over Russia and on the surface it appears to bring glory back to the land and its people, but the royal family is waging a secret war on the world and it's up to the ATA to stop them. While the American secret service agency has discovered the truth, the rest of the world refuses to believe it. The ATA now stands alone against a psychopathic Empress as she builds her secret empire.
