This work examines the role of the small, single- focus museum, using a methodology of case studies and exhibition design. A framework is established with an analysis of current museum paradigms, both in multi-function and single-focus locations. In- depth case studies examine the guiding philosophies and curatorial techniques used by Melbourne Museum [Melbourne, Australia] and specialist museum, the Jewish Holocaust Museum and Research Centre [Melbourne, Australia]. Research for a proposed exhibition at the Jewish Holocaust Centre highlights the challenges facing small, single-focus museums. Research illustrates the limitations imposed by funding, location, subject material and management, but also accentuates the strengths of such entities, the capacity and desire to personalise history. On the basis of research, a new model for museum development is proposed: integration of the museum network within a country, state or region. Integration of the museum network would open the way to better funding of smaller, regional and suburban museums.
