Both Federation and Alliance forces had considered the resolution of the conflict on planet Victoria a diplomatic triumph. But now an unknown force has struck a double blow, taking out an Alliance cruiser and then bringing down the ship which the Federation battler cruiser Shenandoah sent out to investigate the disaster.

While Federation, Republic, and Alliance forces quickly zeroed in to prevent a three-way confrontation, a rebel army struck the first devastating blow in a campaign to overthrow the Republic's Victorian government. Suddenly a world at peace was transformed into a planet on the brink of destruction.

And in the shadows was a manipulating alien enemy bent on overturning the balance of power between the Federation and the Alliance...
