Este documento histórico recoge el discurso que Tomás Cipriano Mosquera, presidente de Colombia, pronunció ante la Cámara de Representantes en 1856, en el que acusa al entonces presidente, Mariano Ospina, de haber actuado de manera arbitraria en el manejo de los fondos públicos. Un testimonio fundamental para entender la política colombiana de la época.
