General Than Shwe became head of state of Burma (Myanmar) in 1992, effectively ruling as a dictator. The country is virtually closed to outsiders and Than Shwe has retaliated against any signs of unrest with violence. In early May 2008, Than Shwe refused many foreign aid workers from entering the country in the aftermath of a cyclone. This led to many criticisms from the UN as well as the international community. In addition, in October 2008, Than Shwes government extended the detention of Burmese pro-democracy leader and Nobel laureate Aung San Suu Kyi, who has remained under house arrest for six years.
