Elder statesmen, who share a long held secret, are being assassinated throughout the capitals of Europe. Detective Pierre Rousseau of the French Police Nationale leads the international investigation and focuses his efforts on finding a connection between the victims. The members of the European Union unanimously approve a bold proposal which challenges America's role as the world's sole superpower. Jim Shannon sees the list of assassination targets and flies to London to enlist the help of his twin brother, Tim.
