Today, human rights are of interest to individuals, to States with the emergence of the notion of the rule of law, and to international institutions. The number and variety of international institutions and organizations dealing with human rights issues reflect this reality. Africa, however, has not stood idly by in the face of the new wave of human rights that is sweeping the world. In the face of the appalling atrocities of human rights violations. The OAU established the African Charter on Human and Peoples' Rights. The African Charter on Human and Peoples' Rights creates, in its article 30, an African Commission on Human and Peoples' Rights placed under the OAU, now the AU, and commonly called the Commission. It is a technical body responsible for the promotion and protection of human rights. This commission was created because it was not possible to establish a real court at the time. The African Commission, inspired by international jurisprudence, recognizes a triple obligation for a State responsible for a violation.
