The Public Administration Reform

It's important to a researcher to give new and innovative ideas for the community for its development. In our case one subject retain our attention : "the public administration reform : new tone for capacity building-steps, deployment and administrative governance of information and communication technology (ICT) infrastructures in the First Excellence training centres in the Democratic Republic of Congo". The DRC is a subcontinent placed in the heart of Africa and need of course to boost its development through the vision of the President to be emergent country in 2030 and developed country in 2050. The country need then the intellectual capacity for his public administration to deliver the services of quality to the population. To reach this target, new way of capacity building have been adopted: build a strong and innovative training (learning) centre network. It's in that way that 8 training (learning) centres called excellence centres have been set and funded by the World Bank. Then comes the phase of equipped those learning centres.We wanted to learn how this could be possible and bring innovation and development. This way can inspire many countries for their development.
