The paper suggests that strategy and war have been substantially changed by technology, producing a new way to fight, new objectives for war, and even a new way of thinking about war. It debunks the concept of attacking an enemy nation's "will to fight", and focuses attention instead on changing the calculus of influential individuals. It examines the case of Iraq, and USAF operational concepts as illustrations.
