'To
empower, be empowered' are processes that enable individuals to take on greater
responsibility and authority in decision making. The individuals' potential to
make decisions can be maximized within an environment that nurtures them through
education, training, professional development, commitment, facilitation,
resources, mutual trust and emotional support.

In the
