In recent years trade, aid and development have been subjects of renewed political and public debate with the establishment of the World Trade Organisation, the adoption of the Millennium Declaration, increases in aid - albeit from low levels, and a growing recognition that human security for all ultimately requires a world free of poverty. This festschrift for Helen O'Neill, Professor Emeritus of Economics at University College Dublin, examines the theory and practice of development co-operation over the past half century.
