Morrison grew up in Maryland. When he was 10, his father became the NASA representative to Europe, and was stationed in Paris. "Our family lived in Paris for three years during which I attended French school. We moved back to Maryland after that. I graduated from Colorado State University with a political science degree, and then later got a master's degree in Justice, Law, and Society (Criminal Justice) from American University. When I started working for the Border Patrol, I was stationed in McAllen, Texas, for the first five years of my career." He was then transferred to Northern Maine and Buffalo, New York.
