In January 1993, nine inches of rain fell on the San Diego/Tijuana region, seven inches more than normal for the month. Most of the rain fell within a two-week period, flooding many parts of the region. When it was over, 66 people in Tijuana had lost their lives.
When The Rains Came is an eyewitness account of the disasters told to the author by his brother Claudio Burgin whose friend Antiono lost his parents, both of whom were swepted from his grasp.
In addition, the natural calamity was further complicated by a political power struggle between two parties, resulting in local politicians rejecting aid from the federal government.
