The state is unable to solve this because they negate the root cause, which is religion. The following beliefs all belong in one basket and should be thrown to the dustbin of history: ancestral, Christianity, Islam, Judaism, witch doctors, Satan, and witchcraft. After all, they are all nonexistent magic.
