This regulation prescribes policies, procedures, and management responsibilities for furnishing, operating, maintaining, repairing, and improving representational quarters, that is, housing occupied by general and flag officers, civilians of comparable grades, and installation commanders in the rank of colonel. It addresses effective stewardship of these dwelling units emphasizing resident needs. It revises the requirement for an annual operation and maintenance budget estimate for each GFOQ. This regulation also institutes the requirement for a 6-year plan for each GFOQ and revises GFOQ reporting requirements. It implements Department of Defense Directive 1100.12 and those portions of DOD Instructions 4165.63 and 4270.21 and DOD Manual 4165.63-M which pertain to GFOQ and ICQ.
