This report is the result of studies conducted from 19831985 by a special commission organized by the White Burkett Miller Center of Public Affairs at the University of Virginia to examine presidential transitions and foreign policy. Participants included Walter Cronkite, General Andrew J. Goodpaster, the Honorable Charles McC. Mathias, Philip W. Buchen, the Honorable Carol C. Laise, and David R. Bergen, among others.
