This is the 58th volume of this publication which reviews the work of the United Nations and its programmes and bodies during 2004. It is divided into six sections which deal with the following topics: i) political and security questions; ii) human rights; iii) economic and social issues such as development policy, humanitarian assistance, environment and human settlements, refugees and displaced persons; iv) legal matters including the International Court of Justice, international tribunals, and the Law of the Sea; v) institutional, administrative and budgetary questions; and vi) intergovernmental organisations related to the UN. Key issues during the year included: continuing violence in Iraq and in Palestine; terrorist attacks in Madrid and Beslan; armed conflict in the Darfur region of Sudan; peacekeeping missions in Burundi, Cte d'Ivoire and Haiti; and the tsunami in the Indian Ocean region in December 2004, which devastated coastal communities and resulted in some 300,000 deaths across the region, many more injured and 1.6 million people displaced, with Indonesia and Sri Lanka the worst affected countries. The year also saw the publication of the report by the UN High-level Panel on Threats, Challenges and Change ('A more secure world: our shared responsibility' ISBN 9211009588) which made a number of recommendations to strengthen the international framework of collective security and to promote a more effective UN for the 21st century.
